Rejoicing in someone else's distress?

While there are many promises in God's word that bring hope to the fearing and needy, the Bible also contains many warnings that God will vindicate and protect those who trust in Him.
This promise shows that God not only cares for those who are in distress, but that He also expects His children to display likewise compassion:
"Whoever is happy to see someone's distress will not escape punishment" Proverbs 17:5 GWT
It particularly bothers me when I hear someone tell how God will delight in destroying sinners at the end of time. I believe that this viewpoint misrepresents God.
