I also shook out the folds of my robe (shook my lap, KJV) and said, "In this way may God shake out of his house and possessions every man who does not keep this promise. So may such a man be shaken out and emptied!: At this the whole assembly said, "Amen," and praised the Lord.- Nehemiah 5:13
This gesture symbolized complete rejection of anyone who might violate this agreement.
It was commonly used, and symbolized other different things as well.
In this way Nehemiah told the usurpers of his time that if they failed to keep the covenant of restitution that they had made that they would be completely exterminated.

"Lap" means something a lot different today-- when I first saw your post, I thought someone shook their laptop. What a difference time makes in language. Wonder what it will mean in another 400 years. By the way, the first 400 year anniversary is not far away-- 2011.
